There's a broken connection for the lower speed. The lower speed is created by running the power through a resistor wire. there is a plastic plug on the driver side of the heater body with an electrical connection going to it. On the other side of this plug is the resistor wire. Lever it up carefully with a thin screwdriver blade. Inside there'll be the resistor wires, one of which will only be connected at one end. There was originally a smal nut & bolt on this connection, but it's plastic & eventually breaks. Get a small nut & bolt & reconect & you should get the lower speed on the fan back. Both 120Y's I owned (73 coupe & 78 sedan) had this happen, plus 4 out of the 5 Sunny's I've owned have had the same problem when I bought them & the 5th one broke not long after I bought it. Just an example of the factory using a cheap part that won't last the life of the car. I've even used a short self tapper to repair one car, but a short, small bolt & nut is all you need.
