so....... u want low end power? its a bit hard to get that from an A12 (or any A series) but the best way to do it would be getting header pipes and a good exhaust system. upgrading the carbie and tuning it will be important if you want to get maximum low end power.
also a low ratio diff would help (the H165 from a ute had 4.11:1)

i hope i read ur post right.

if you want low end torque, resist the urge to get a big exhaust system, too large a pipe and you loose low end and gain top end power.

The best way to get low end power for your car with a normally aspirated A series engine [which isn't really what you asked for] is to use an A15 engine. These use a 3mm larger bore, which isn't the important part, but they use a 12mm longer stroke, & this is the real secret to it all.
That's a half inch stroker over your A12 engine & that translates into torque, which is what low end power is all about.

Even a stock A15 will out-torque a mildly modified A12 at lower speeds. The upside to switching engines is that the A15 comes with the bigger port & bigger valve head to begin with, so there is more scope for improvement once you grow tired of a stock A15's performance.
Even the A14 with its 7mm increase in stroke will offer a very usefull improvement along with the better cylinder head.

Have a think about it & do the maths before spending any money.

I paid 100 bucks for 2 vanettes containing A15s, now I'm down to my last engine and gearbox. It's great that some people dont understand the value of things they're selling

More bottom end , I think you need to up the comp. & use the right header design would help too, like a 4 into 2 into 1 with long primaries .
