Before you get right into buying all the different jets, chokes etc you should check a few things out about the carby;s themselves.
Apparently a major problem with old 40mm DCOE webers is that unlike most of the 45mm webers 40s had the venturi's located with the aid of a groove in the wall of the carb. Factory venturies had long sleaves that extended to the start of the carb and were positively locked into place by the ram tubes/aircleaners.
Anyway the result of X amount of years of vibration whilst bolted to the side of the car means that the venturies may be sloppy inside the tunnels. fuel from the jets can leak past the venturie's and make the things nearly impossible to tune right.
Check out you carbs by taking off the air cleaners and first checking they have the factory fitted ventuires that rest against the ram tubes/aircleaners. If they don't you may want to make up sleves that hold them tightly against the chokes. Second check that the venturies don't wiggle around inside the carb tunnel. If any do you've probably found a good place to start thinking about doing some work.
What that work may be i don't know!
Never played with them before just relaying warnings i recieved from others and experience in actually "wiggling" a set of sloppy venturies in a pair of 40mm carbs.
Mabey some careful use of a quality gasket sealing agent around the venturies. Wanna be really careful you didn't get it into the fuel supply tunnel though other wise you'll ahve a new set of dramas. Mabey just a thin smear between the venturies and the chokes.
(45mm webers mostly/all seem to be located with grub screws locking them in place from the side)
