valve timing

I have rebuilt my motor but not starting???

it spins fast enough, has decent spark, rotor is at no 1 lead at no 1 tdc, correct firing order and direction and enough fuel.

Im thinking maybe its not on compression stroke with the valves when no 1 fires. I have 2 books one original nissan and the other a gregorys, both say set it at compression stroke but dont say how to make sure it is on compression stroke.

Im thinking it should be both valves closed and the intake about to open with the exhaust staying closed. Is this correct?

i followed that wiki, same as the instructions in the original nissan manual. start at no 1 TDC set lifters 1235, rotate 1 turn to no 4 TDC and set lifters 4678. U end up with all the valves closed at once and that cant be right.

Take off the rocker cover and turn the motor over until no 4 rocker arms are rocking over between exhaust closing and inlet opening. No 1 will be at tdc compression when you line up the mark on the front pulley.
Or sometimes I chew on a bit of paper and stuff it in the spark plug hole on no 1, then just give the starter motor little taps with the key until the paper pops out, then line up the mark by turning it clockwise.

If that's what you end up with, it is not right.

At any crank position, one of the cylinders will have both valves closed at the same time. That is right.
