Gear type pumps tend to be a problem if the oil drains away from the gears, They have difficulty "pulling" up the oil, which is why they are frequently seen in submerged applications.
Once the gears have oil, they work great, so it would pay to ensure the engine had pressure before firing it up after being in storage between race seasons.

if it has been a very long time since firing it up, it's good practice to remove the oil pump and grease those gears first to ensure it pumps effectively from the start. Same goes if you're rebuilding the engine.
